As Ofsted introduced its revised Education Inspection Framework from November 2025, training providers are facing a renewed and sharper focus on Inclusion across all learning environments.
Under the updated Ofsted inspection framework, Inclusion now sits at the heart of inspection activity. Inspectors will evaluate how effectively providers support every learner, particularly those with SEND, disadvantaged backgrounds or additional barriers to thrive.
For training providers, this means a deeper responsibility to evidence not only compliance, but a genuinely embedded culture of inclusive practice during an Ofsted inspection.
Understanding the New Ofsted Inclusion Requirements
The 2025 Ofsted framework integrates Inclusion throughout every inspection judgment area.
Inspectors will look closely at how well training providers:
Identify and support learners with SEND or additional barriers
Adapt teaching, curriculum and learning environments to promote equal opportunity
Use evidence and data to monitor and remove barriers over time
Ensure learners feel safe, included and able to succeed
These expectations directly influence inspection outcomes under the new “report card” evaluation format.

Under the revised Ofsted inspection methodology, providers must show how barriers are actively removed and how adaptations lead to learner progress.
Inclusion must be visible across leadership oversight, curriculum delivery and quality assurance processes. Inspectors will test whether inclusive culture is lived day to day, not just documented.
